As a former police detective, I still shake my head as to why some countries believe that this kind of depravity can be fixed. I agree with Jean; it's very unlikely that this man is reformed. My guess is that while it's believed that his killing has stopped, he is still getting his "fix" in other ways. Very interesting story, and thank you for sharing.
